Please welcome the 944 Cup Regional Scrutineers for the 2010 season.

Each scrutineer will focus on a specific class but work as a team under the guidance of the Regional Director. It is the intent of the Regional Scrutineers to help enforce the Series rules in a manner that is consistent across all regions and to help competitors have a better understanding of the rules. Each scrutineer has agreed to the following Code of Ethics and Responsibilities, Protocol, Technical Inspections and Penalties:

Code of Ethics and Responsibilities

Regional Scrutineers are committed to participate and donate their time to improve the rules enforcement in the 944 Cup Series. There are two in each 944 Cup region, one focused on Cup and one on SC.

Here are some basics requirements, remembering that the Series Director has the final say in all matters relating to the 944 Cup Series.
• Your car must be 100% legal.
• You must enforce the rules equally to all, including friends, Regional Scrutineering counterparts and/or customers.
• The idea is not to send people home but to work with them to bring the car into compliance as soon a possible.
• Our goal is to have open communication between the Series Director, the Regional Directors, the Steering Committee and all the Regional Scrutineers so that the rules can be enforced equally in all regions and at Nationals.
• You will work as a team to police both classes, including each other, under the supervision of the Regional 944 Cup Director.
• A scrutineer must be fair to all drivers and treat them with respect. If a driver feels that this is not the case in a specific ruling or inspection, he should go the other scrutineer and ask for a second opinion. If the driver still has a concern, he then can seek out the Regional Series Director to review the matter and ultimately bring it to the attention of the National Director.

Protocol

The 944 Cup Series competitors and officials are the most knowledgeable about the series rules and procedures. Scrutineeers for race organizing bodies like NASA and PCA can vary from totally ignorant of our rules to very expert knowledge of the 944, but can be hit and miss. Whatever they might decide is not binding on the 944 Cup Series as it relates to 944 Cup race results and point standings. However, due consideration should be given to the finding of any of these sanctioning bodies, and especially when items of safety are in question.

Each scrutineer must adhere to all 944 Cup Series rules and goals and, in a respectful manner, enforce these equally to all Series competitors under the supervision of the Regional Series director.

The Scrutineers report their finding to the Regional Series Director, if in attendance. Then the appropriate action is taken. The responsibility would fall to the Regional Scrutineers if the Series Regional Director is not available. In this case, if the two scrutineers cannot come to an agreed action, then the scrutineer that is designated for the class involved will make the final decision.

Technical checks can be performed at any time during an event, even a pre-race test and tune day. No penalty would apply if any discrepancies are found on a test and tune day and are corrected before Qualifying. Emphasis will be on ensuring the podium finishers are legal cars, however, any car may be inspected at any time.
For best use of our resources, the scrutineers, in conjunction with the Regional Director, should plan ahead as to which cars should be inspected and how often. Keeping an irregular pattern of selection can be useful in making the inspection process impossible for the drivers to anticipate, thereby encouraging them to be compliant throughout the weekend and season.

Scrutineers will ensure that cars are weighed and dynoed, if the equipment is available.

Technical Inspections

Each competitor must complete an official 944 Cup Technical Compliance Form (pdf) prior to the first race of the season. The form must be submitted to the Class Director prior to racing the car in an event. The race car must also be made available for inspection during the event upon request by the Director. If any modifications are made to the car, a revised Form must be submitted before the next race.
Cup officials will select cars to be sent to impound after qualifying and race sessions for scaling, dyno testing, and/or other inspections to determine compliance with preparation rules. Cars directed to impound must drive directly from the track session to impound with no stops in between and crew may not work on the car in any way unless approved by Cup officials while in impound.
Scaling may be done on any car in the field between the end of a qualifying session and the end of the subsequent race. A variance of 10 lbs will be allowed. Should a car be deemed under weight, it will be allowed a "roll off, roll on" to minimize scale position variance from final reading. A disqualification after a qualifying session will place the racer at the back of the grid in ascending order of pounds under minimum. A disqualification after a race will be noted as DQ in the results and no championship points awarded. All drivers finishing below the disqualified driver will then be moved up one spot in the finishing order.
Cup officials reserve the right to have a car dynoed (at the expense of the series) during a race weekend if the car has won one or more races. The results will remain confidential. As required by the Class Director, competitors will submit cars for dyno testing that will produce sheets from three separate “reproducible” Dyno pulls with SAE correction, of which the highest horsepower numbers of the three will be used. Dynamometer tests must be conducted on a DynoJet Model 248 or 224. Use of another dyno is acceptable if a DynoJet conversion factor is available.


Penalties

Cars found to be illegal after a qualifying session will have their qualifying time disqualified and will start at the back of the field. If more then one car is disqualified in a session, they will be placed in order of fastest time last, 2nd fastest will then be 2nd to last, etc.

Cars found to be illegal after a race will be disqualified for the race and not receive any points, but will receive credit for having run a regional race. In either qualifying or a race, if a car is found to have a device that permits the switching of ECU mapping settings, the driver or team will be disqualified for that race and forfeit all points earned during that season up to that point.

It is the responsibility of the competitor to be within submitted horsepower levels. To ensure fairness, an appointed official or an approved technician will operate any cars being inspected on the chassis dynamometer. If a car is tested by officials, and found to have a higher horsepower rating than allowed, the competitor will be disqualified for the last official session whether that be qualifying, a qualifying race, or a race. A competitor will be allowed to modify the car for the next qualifying or race session in order to meet the HP limits. Another dyno testing session will be required to demonstrate compliance with the horsepower limits at the expense of the car owner. A competitor may also add 15 lbs for every point over the HP limit up to 3 HP to be in compliance with the HP limitations. In cases where the Torque exceeds HP, the combined HP and Torque total may be 3 points over the combined limit with the addition of 15 lbs per point over the limit. This use of additional weight to come into compliance can only be used for two regional events during any season.
In addition to inspecting cars in impound, Cup officials may also conduct technical inspections of a car anytime during an event. If a car is found to have technical violations, the driver will be given the opportunity to correct the violations or add additional weight to possibly bump up to the next preparation level. Drivers are subject to additional sanctions, which can be imposed by Cup officials for flagrant technical violations of the rules. DQ’s and or 13/13 infractions totaling four automatically disqualify a driver/team for the current season and also includes the loss of any and all points earned to date.
